Yes this is a problem isn't it..... =). I and others seem to have asked similar question before seemingly without success...
There seems to be a shortage of good public servers in UK. comm.unicate.me seems to have died recently but used to be good. jabber.org.uk seems to have bad SSL cert but can work. jabber.earth.li seems to have unresponsive admins and no working registration =). May not have been intended to be quite public-use ?
Sorry for the lack of response; I tend to read the mails, think "I should respond to that when I've got a moment", then forget to come back to this folder.
I disabled registration on jabber.earth.li a while back because it was being seriously abused by what looked to be spammers (thousands of accounts created with random IDs). I'd love to open it up again to public registration but I haven't managed to find an easy way to do so. There are some projects to tie in a capatcha on a web interface with the registration process which I guess might work, but I haven't found the time yet to fully investigate.
