0.3 should mount the floppy automatically on boot; there's code to do this in /etc/rcS. It does however depends on the kernel command line having included a line like sisela-boot=floppy-1680 to get the right device. If you've tweaked the boot options you might have broken this, so check /proc/cmdline to see if it's there.
'mount' should also tell you if the floppy is actually mounted.
If sync doesn't seem to do anything, try unmounting and remounting the floppy after writing the file, and checking whether it's appeared?
