The latter. Your working copy isn't sufficient to rebuild a repo from.
I would agree. You might be able to: find the HEAD revision, and then have a script that pulls the svn diff and svn log for rev n-1:n all the way to PREV:HEAD. Then your script could duplicate that into your new repo. Not sure if it would work with branches or tags. Srdjan
