It *might* be possible to write such a driver, trouble is you would have to
find a willing RISC OS hacker who has acess to the DCI4 spec and has the
wilingness to write a driver. Such people are extreamly rare these days.

Its not the programming detail so much as finding the people willing to do it
certialy I would not want the job unless i was paid to do it, especialy as 
all the devices ive seen such as the accton etehrports were based on a 8390 
type design which are a pain to write for.

I did get a driver compiled for linux only to discover all 3 acctons I had
have died somewhere along the lines.

If you can find a supplier of reasonably priced devices which have a linux
driver - let me know will you?
